This study aims to analyze the influence of the performance and motivation of Civil Servants (ASN) on the budget reallocation policy of Malang City’s Regional Budget (APBD) in response to the Covid-19 pandemic. The research focuses on both simultaneous and partial analyses of the impact of performance and motivation on this policy, as well as determining which factor has the most dominant influence. A quantitative approach with an explanatory research type was used, emphasizing data collection from a broad population. The sample consisted of 29 ASN employees of rank III in the General Affairs section of the Malang City Secretariat. Data analysis was conducted using multiple linear regression with SPSS version 22. The findings indicate that: (i) Performance and motivation significantly influence the APBD reallocation policy for Covid-19 mitigation when analyzed simultaneously; (ii) Performance and motivation also have a significant partial effect on the policy; (iii) Motivation has a more dominant influence than performance on the APBD reallocation policy. The study concludes that ASN motivation plays a more significant role in influencing budget reallocation policies for Covid-19 mitigation. Future research is recommended to explore other factors that can further strengthen budget reallocation policies and enhance ASN performance and motivation in emergency situations.
