Abstract

Objective: This study aims to analyze the recruitment mechanism for filling Primary High Leadership Positions through an open selection system from the perspective of good governance in the Mojokerto City Government. Research method: A qualitative approach with a descriptive-analytical method was used in this study. Data was collected through literature studies, interviews with relevant stakeholders, and direct observations of the open selection process. The analysis compares the practices of open selection with the principles of good governance, such as transparency, accountability, effectiveness, efficiency, and public participation. Result: The implementation of open selection in Mojokerto City has contributed to increasing transparency and fostering healthy competition within the bureaucracy. However, the process still faces several challenges, including political intervention, lack of motivation among employees to participate in the selection, limited budgets, and the existence of loopholes that facilitate transactional practices in filling leadership positions. Additionally, there are no strong technical regulations to ensure the sustainability of the open selection system. Conclusion: Open selection can be an effective tool in bureaucratic reform if it is supported by clear regulations, independent oversight, and a stronger commitment to the merit-based system. This study recommends enhancing supervision, improving technical policies, and increasing socialization efforts to encourage more employees to participate in the open selection process, ultimately contributing to better governance.
