Abstract

This study aims to analyze the role of bureaucratic reform in improving employee performance at the Mojokerto City Regional Secretariat. The main focus of the research includes institutional structuring, remuneration systems, and employee performance accountability. The method used in this study is a qualitative approach with a case study research type. Data was collected through observations, in-depth interviews, documentation studies, and Focus Group Discussions (FGD). Data analysis techniques were carried out through data reduction, data presentation, and systematic conclusion drawing. The findings show that bureaucratic reform has brought positive changes to employee performance through the efficiency of the institutional structure and the improvement of the performance accountability system. The implementation of the employee income supplement (TPP) policy has also proven to have a significant impact on employee welfare and motivation. However, there are challenges in the implementation of bureaucratic reform, especially in the aspect of consistency in performance evaluation and alignment of the role of each organizational unit. The conclusion is that bureaucratic reform significantly contributes to improving employee performance, but it requires improvements in aspects of long-term planning and periodic evaluation. The suggestions include the preparation of a clearer bureaucratic reform roadmap, optimization of position analysis, and provision of incentives based on employee performance achievements. Sustainable bureaucratic reform is expected to support the achievement of organizational goals and improve public service effectiveness in the Mojokerto City Government.
