Implementasi dan Implikasi Kebijakan Moratorium CPNS di Lingkungan Pemerintah Kabupaten Mojokerto

This study aims to analyze the implementation of the civil servant recruitment moratorium policy (CPNS moratorium) in the Mojokerto Regency Government. The policy was implemented as a budget efficiency strategy and bureaucratic restructuring effort to reduce employee expenditure, which previously accounted for more than 65% of the regional budget. The research employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation, then analyzed using Miles and Huberman's interactive model. The findings indicate that policy communication was effectively conducted through various official media, human resources were optimized through staff redistribution and training, policy implementers showed high commitment, and bureaucratic structures were reorganized to support policy implementation. The CPNS moratorium policy successfully reduced employee expenditure and improved budget efficiency, although challenges remain regarding the shortage of functional personnel in the education and health sectors. The implication of this study highlights the importance of continuous evaluation of regional staffing policies to remain aligned with public service needs. This study also recommends strengthening workforce planning based on workload analysis as the foundation for sustainable human resource policies.
